The Territorial Cohesion Agency was established pursuant to Art. 10 of Decree-Law No. 101 of 31 August 2013 and converted with amendments by Law No. 125 of 30 October 2013, which sets out its institutional functions and role.

Art. 10 of Decree-Law No. 101 of 31 August 2013, converted with amendments into Law No. 125 of 30 October 2013, establishing the Territorial Cohesion Agency (published in the Official Gazette of the Italian Republic (GURI), General Series No. 255 of 30 October 2013).

The institutional competences of the Agency were reorganised by Law No. 97 of 9 August 2018:  Reorganisation of the institutional competences of the Territorial Cohesion Agency (published in the Official Gazette of the Italian Republic (GURI), General Series No. 188 of 14 August 2018) and by the President of the Council of Ministers Decree dated 26 September 2019, Delegation of Functions to the Minister without Portfolio, Sen. Giuseppe Luciano Calogero PROVENZANO.

The Statute of the Agency (approved by the President of the Council of Ministers Decree dated 9 July 2014) regulates the structure, composition, powers and methods of appointment of the management bodies and board of auditors, establishes the principles and methods for adoption of regulations and other general acts governing the organisation and functioning of the Agency.

The President of the Council of Ministers Decree dated 9 July 2014, approving the Statute of the Territorial Cohesion Agency (published in the Official Gazette of the Italian Republic (GURI), General Series No. 191 of 19 August 2014).

The bodies composing the Agency are:

Pursuant to Art. 9 of its Statute,  the Agency is organised via regulations approved by the President of the Council of Ministers, in agreement with the Minister for Simplification and Public Administration and the Minister of Economy and Finance (Decree of the President of the Council of Ministers (DPCM) of 7 August 2015, Regulation on the Agency’s organisation (published in the Official Gazette of the Italian Republic (GURI), General Series No. 246 of 22 October 2015).

Pursuant to Art. 12 of the Statute, the Agency’s accounting and budget are defined by an Accounting and Budget Regulation, approved by the President of the Council, in agreement with the Minister of Economy and Finance (Decree of the President of the Council of Ministers (DPCM) of 7 August 2015, Accounting Regulation for the Territorial Cohesion Agency (published in the Official Gazette of the Italian Republic (GURI), General Series No. 254 of 31 October 2015).
