The Territorial Cohesion Agency was established pursuant to Art. 10 of Decree-Law No. 101 of 31 August 2013 and converted with amendments by Law No. 125 of 30 October 2013, which sets out its institutional functions and role.
The Agency’s competences were reorganised via Law No. 97 of 9 August 2018 (“Riordino delle competenze dell’Agenzia per la coesione territoriale” published in Italy’s Official Journal (GURI) General Series No. 188 of 14 August 2018) and by the President of the Council of Ministers Decree (DPCM) 10 novembre 2022 – Conferimento dell’incarico per gli affari europei, il Sud, le politiche di coesione e il PNRR al Ministro senza portafoglio on. The Statute of the Agency (approved by the President of the Council of Ministers Decree dated 9 July 2014) regulates the structure, composition, powers and methods of appointment of the management bodies and board of auditors, establishes the principles and methods for adoption of regulations and other general acts governing the organisation and functioning of the Agency.

The bodies composing the Agency are:
- The Director General, appointed via Decree of the President of the Council of Ministers DPCM dated 31 March 2021 appointing the Director General of the Territorial Cohesion Agency;
- The Steering Committee, appointed via Decree of the President of the Council of Ministers (DPCM) dated 2 April 2015 (Composition of the Steering Committee of the Territorial Cohesion Agency) and renewed by DPCM dated 23 May 2018 and DPCM dated 15 February 2019;
- The Board of Auditors, appointed via Decree of the President of the Council of Ministers (DPCM) dated 1 April 2015, and renewed via Decree of the President of the Council of Ministers (DPCM) dated 23 May 2018.
Pursuant to Art. 9 of its Statute, the Agency is organised via regulations approved by the President of the Council of Ministers, in agreement with the Minister for Simplification and Public Administration and the Minister of Economy and Finance (Decree of the President of the Council of Ministers (DPCM) of 7 August 2015, Regulation on the Agency’s organisation (published in the Official Gazette of the Italian Republic (GURI), General Series No. 246 of 22 October 2015).
Pursuant to Art. 12 of the Statute, the Agency’s accounting and budget are defined by an Accounting and Budget Regulation, approved by the President of the Council, in agreement with the Minister of Economy and Finance (Decree of the President of the Council of Ministers (DPCM) of 7 August 2015, Accounting Regulation for the Territorial Cohesion Agency (published in the Official Gazette of the Italian Republic (GURI), General Series No. 254 of 31 October 2015).
