Programmes and Procedures Area


Area Director Riccardo Monaco

The Area is composed of seven Offices (director level), four of which accompany and support Regional Operational Programmes, and guarantee, in coordination with the Office accompanying National Operational Programmes, implementation synergy between national and regional operational programmes. Below is a list of the Offices with main distinctive competences within the Programmes and Procedures Area.

Office 1 – Coordination of certifying and expenditure monitoring authorities

– Ensure financial programming and monitoring of national financial flows and interventions co-financed by Structural Funds; assess impacts at national and EU budget level, also for adjusting financial plans of co-financed Operational Plans and Programmes on national thematic areas; collect and make available the necessary information for additionality analysis in synergy with the NUVEC SCPT Area (national financial flows), as well as scrutiny methodologies;

– Use and access Agency’s databases, and access external databases on EU and national resources use;

– Develop IT applications, and create thematic maps for monitoring and geo-referenced representation of territorial distribution of phenomena and policies within the Agency’s remit;

– Coordinate activities for certification of expenditure, closure of co-financed programmes, and official submission to the European Commission of payment requests and expenditure forecasts in accordance with EU rules;

– Manage Certifying Authority functions for Programmes falling within the Agency’s remit, including Cohesion Action Programmes, financed by the revolving fund referred to in Law No. 183/87 and other financial resources owned by the Agency or other national/regional Programmes, subject to agreement and specific needs, including temporary ones;

– Manage financial flows in favour of Italian partners of co-financed projects under the European Territorial Cooperation Objective, with focus on transnational, interregional, cross-border pre-accession, proximity and neighbourhood programmes;

– Support and liaise with other Offices of the Agency as to Coordination Committees and meetings of Funds experts;

– Transfer national regional policy resources for implementation of Cohesion Action Plan and Cohesion Action Programmes 2014-2020.

 

 

 

Office 2 – Accompany and support National and Operational Plans and Programmes managed by Central Administrations

– Monitor and oversee interventions within Cohesion Action Plan and Cohesion Action Programmes 2014-2020, and define possible reprogramming needs;

– Develop and manage interregional Framework Programme Agreements;

– Perform as Structural Funds Coordination Administration and ERDF Lead Administration; participate in Monitoring, Steering and Implementation Committees and other collective bodies for implementation of national programming instruments;

– Liaise with the European Commission and institutional and socio-economic partners during Programmes implementation;

– Support the technical secretariat of the National Committee for Unitary Regional Policy Coordination and Monitoring;

– Analyse policy and programming documents of national, interregional and regional programmes and special projects and operational plans within Central Administrations’ remits; assess financial needs and formulate proposals for improved programming and management of allocated resources;

– Organise and coordinate ad-hoc task forces to solve temporary issues and foster institutional liasing for multi-level governance.

Office 3 – Accompany and support Regional Operational Programmes (Sicily, Veneto, and Emilia Romagna Regions; Autonomous Provinces of Trento and Bolzano)

Office 7 – Competence Centre for Coordination and Implementation of First Level Controls

Director Teresa Costa

– Provide guidelines and national guidance for effective performance of first level controls, and accompany the definition of national regulations on eligibility of expenses, as well as notices and operating manuals in coordination with the other Offices of the Agency;

– Develop and disseminate instruments and methodologies for Operational Programmes control systems activated by relevant Administrations, in collaboration with the National Coordination Body of Audit Authorities (MEF-IGRUE), and Operational Plans on national thematic areas (including provisional plans);

– In charge of first level controls (administrative and on-site) on operations financed with resources from Cohesion Action and Operational Plans and Programmes managed by the Agency; manuals, control instruments (audit trails, check lists), procedures and methodologies;

– Support the Agency’s Offices as to control and eligibility of expenses; provide specialised support to the territorial task forces activated;

– Ensure relevant operational and technical support to the Joint Committee on European Territorial Cooperation programmes;

– Deal with Agency’s competences as to monitoring the implementation of Plans and Programmes financed by EU and national institutions;

– Deal with Agency’s responsibilities in relation to EU fraud and irregularities, including participation in the Anti-Fraud Committee at the Presidency of the Council of Ministers, and access to the AFIS Portal.
