Framework Programme Agreement – National Strategy for Inner Areas
The Framework Programme Agreement* (APQ – Accordo Programma Quadro) is a negotiated programming tool through which central and regional administrations (or autonomous provinces) work together to define a multi-annual plan of interventions based on a programmatic survey of available financial resources, stakeholders, and administrative procedures.
The Agreement lays down: activities and interventions to be carried out, timing and methods of implementation; responsible subjects and related commitments; financial resources required (national and EU allocations); procedures and bodies responsible for monitoring and verifying the results.
The Parties to the APQs are: State, Region and Public Administrations. The Territorial Cohesion Agency oversees the whole implementation process of the Agreement.
