The resources allocated to Italy for the 2021-2027 programming period 

Cohesion Policy is financed through national and European resources.

With regard to Cohesion Policy funded through national resources, the allocation of 80 per cent of Development and Cohesion Fund (FSC – Fondo Sviluppo e Coesione) resources to Southern Italy is confirmed.

The implementation of 2021-2027 programmes partially overlaps with the extraordinary interventions under the strategy aimed at countering Covid-19 emergency through Cohesion Policy resources defined during the 2014-2020 cycle.

In the future, data on individual projects financed via 2021-2027 Cohesion Policy will feed the National Monitoring System to enable obtaining information on their implementation progress and will be dynamically accessible on the national OpenCoesione Portal.

Based on the EU 2021-2027 programming, Italy is to implement 48 programmes co-financed by EU Structural Funds. The European Regional Development Fund (ERDF) and the European Social Fund Plus (ESF+) co-finance 38 Regional Programmes (RPs) and 10 National Programmes (NPs), respectively. The Just Transition Fund (JTF) co-finances a single NP – “Just Transition Fund – Italia”.

• 5 Programmi Nazionali (PN) plurifondo cofinanziati dal Fondo europeo di sviluppo regionale (FESR) e dal Fondo sociale europeo plus (FSE+)
• 1 Programma Nazionale Just Transition Fund Italia cofinanziato dal Fondo per una transizione giusta (JTF)

In addition, Italy is in charge of 10 Programmes under the European Territorial Cooperation (ETC) objective, and participates in another 9 Programmes under such objective.

COHESION POLICY RESOURCES

The resources allocated to Italy for the 2014-2020 programming period amount to more than €144 billion – of which €46.4 billion EU resources (European Structural and Investment (ESI) Funds, European Territorial Cooperation (ETC) resources, and the Fund for European Aid to the Most Deprived (FEAD), and over €98 billion national resources.

Among the above resources, €33,674.5 million refers to the European Regional Development Fund (ERDF), the European Social Fund (ESF), and the Youth Employment Initiative (YEI), distributed as follows on the EU Cohesion Policy goal related to Investment for growth and employment:

• Less developed Regions (Basilicata, Calabria, Campania, Apulia, and Sicily): €23,763.8 million;

• Transition Regions (Abruzzo, Molise and Sardinia): €1,563.5 million.

• More developed Regions (remaining central-northern Regions): €8,347.1 million.

ESI Funds also include the European Agricultural Fund for Rural Development (EAFRD), with a budget of €10,444.4 million, and the European Maritime and Fisheries Fund (EMFF), with a budget of €537.3 million, respectively.

The European Funds landscape is then complemented with resources allocated to the European Territorial Cooperation (ETC) objective, equal to €1,136.8 million.

Based on its EU budget size, Italy is ranked second among Member States.

COHESION POLICY PROGRAMMES

Cohesion Policy, financed via the ESI Funds, is implemented in Italy by means of 75 National Operational Programmes (NOPs) and Regional Operational Programmes (ROPs).

The Programmes are broken down as follows:

• 12 National Operational Programmes (NOPs)
• 39 Regional Operational Programmes (ROPs)
• 21 Rural Development Programmes (RDPs)
• 2 National Operational Programmes for Rural Development
• 1 National Operational Programme for Maritime Affairs and Fisheries.

The resources including national co-financing for NOPs and ROPs amount to €75,164.5 million and are supported by ESI Funds and by national resources (co-financing).

The 2014-2020 programming cycle endowed Italy with overall €144,836.88 million resources.
