EU programming 2014-2020: expenditure target as at 31 December 2019
The 51 Operational Programmes (OPs) co-financed by the ERDF and ESF in the 2014-2020 cycle submitted the certification of expenditure incurred by 31 December 2019 and the related application for reimbursement to the European Commission.
The total expenditure certified to the European Commission amounted to €15.2 billion. The related level of drawdown of EU resources from the EU budget alone amounted to €9.6 billion, or 113% of the target set at €8.4 billion.
The results achieved enabled exceeding the expenditure thresholds envisaged for 31 December 2019 for all OPs, thanks to strong commitment and general mobilisation by the Administrations in charge of Operational Programmes. As a result, it was possible to complete the administrative procedures to report expenditure in the territories during the current programming cycle.
Therefore, the total certified expenditure (€15.2 billion) increased by €5.4 billion versus €9.7 billion at 31 December 2018 and reached 28.5% of the total programmed resources for the 51 Operational Programmes co-financed by the ERDF and ESF in the 2014-2020 cycle (€53.2 billion).

EU programming 2014-2020: Expenditure target as at 31 December 2018
The 51 Operational Programmes (OPs) co-financed by the ERDF and ESF in the 2014-2020 cycle submitted the certification of expenditure incurred by 31 December 2018 and the related application for reimbursement to the European Commission. Out of these 51 Operational Programmes, only 3 did not reach their expenditure targets.
In particular, the NOP on Research and Innovation, co-financed by the ERDF, although not having certified adequate expenditure to exceed the target, submitted a request for an exception to the de-commitment rule due to ongoing judicial appeals – one of the cases provided for by EU regulations as not involving loss of resources (€45 million).
The NOP on Inclusion, co-financed by the ESF, also failed to certify sufficient expenditure and will request an exception to decommitment due to force majeure (€24.6 million).
The POR “Valle d’Aosta”, co-financed by the ESF, did not certify €1.4-million expenditure.
EU resources at risk of decommitment therefore concern the European Social Fund (ESF) and amount to 0.5% of the total amount set for the current programming.
For some Operational Programmes (NOPs on Governance and Institutional Capacity, Metropolitan Cities, Research and Innovation, School and Social Inclusion; and ROPs of Basilicata, Sicily and Molise) a request was made in October, subsequently approved by the Commission, for a change to the national co-financing rate. This led to an overall reduction from €54.2 to €53.1 billion in the total value of Operational Programmes.
Overall, the expenditure incurred and certified to the European Commission amounts to €9.748 billion. The related level of drawdown of EU resources from the EU budget is €6.190 billion, or 118% of the target set at €5.235 million.
The results achieved made it possible to exceed the expenditure thresholds set as at 31 December, thanks to strong commitment and general mobilisation by the Administrations in charge of Operational Programmes. As a result, it was possible to complete the administrative procedures necessary to report expenditure in the territories concerned during the current programming cycle.
